Looking beyond the label

Gordon Brown has recently had to defend allegations that he is a 'Bully'. Should anyone be surprised by his denial of this? Noone thinks they are a 'bully' but this does not mean that their behaviour is not bullying. Should we be reading about allegations of bullying behaviour rather than allegations that he is a 'Bully'?
